The Ministry of Science and Technology, the Ministry of Finance, and the Ministry of Human Resources and Social Security jointly released the "Implementation Plan for Promoting Innovative Talents" (Guoke Fazheng [2011] No. 538) to cultivate and cultivate a group of world-class scientists and high-level scientific and technological leaders through innovative institutional mechanisms, optimized policy environment, and strengthened security measures. In May 2014, Zhao Shuyan, Chairman and Chief Engineer of Tangshan Guohua Technology International Engineering Co., Ltd. (referred to as Guohua Technology), applied to run for the position of National Science and Technology Innovation and Entrepreneurship Talent. Researcher Zhao Shuyan, Chairman and Chief Engineer of Guohua Technology, is one of the first batch of top professional and technical talents from the former Ministry of Coal Industry in China. He is also a recipient of the Sun Yueqi Science and Technology Education Fund Award and a young and middle-aged expert with outstanding contributions in Hebei Province. He has served as the General Manager of the National Key Science and Technology Research Project "New Process and Equipment for Simplified Process of Large scale, High Efficiency, and Full Heavy Media Coal Preparation" during the Ninth Five Year Plan period, and the Chief Designer of the National High tech Industrialization Demonstration Project "High Quality and Efficient Coal Washing Demonstration Project". Since the establishment of Guohua Technology, I have led and participated in 33 scientific research projects, including 5 *********** projects. I have achieved 7 international leading level achievements in overall technology and 12 international advanced levels. Among them, the 3GHMC type three product heavy medium cyclone with no pressure feeding has been recognized as a national key new product by four national ministries; The "Efficient and Simplified Heavy Medium Coal Preparation Complete Set Technology and Equipment" developed has won the first prize in coal science and technology; Lead or participate in the revision of 10 national and industry standards with technological advantages; By the end of 2014, we had undertaken the engineering design of 546 domestic and foreign coal preparation plants and over 60% of the engineering contracting, with a total design processing capacity of 764 million tons, equivalent to 31.6% of China's total coal preparation in 2014.

Zhao Shuyan founded Tangshan Guohua Technology Co., Ltd. in 1998, and established Tangshan Guohua Technology International Engineering Co., Ltd. and Beijing Guohua Technology Group in 2009 and 2012 respectively. Currently, the group company has 7 subsidiaries and multiple overseas institutions, including the wholly-owned acquisition of American Dennis Company; The total assets, sales revenue, profits, and taxes of the rapidly developing Guohua Technology Group have reached 134 times, 257 times, 270 times, and 283 times, respectively, from the initial stage of its establishment; Guohua Technology is one of the best performing enterprises in the same industry in the research and development of new coal preparation technologies and equipment, as well as the design and contracting of coal preparation projects.
